At no point in the making of this sign did anyone think to ask someone with any knowledge of the Cyrillic alphabet to look it over. It was just put in capital letters in a display window for all to see.

I managed to figure out, it's supposed to say “Welcome” in Ukrainian. Most of the letters are actually identical to the latin letters used here, but the latin letter N is doing a lot of work, standing in for Л, П and И.

If you can't get the Cyrillic letters for some reason, I think the better option is just to transliterate it into Roman letters, which most Ukrainians can probably read well enough.

I'm guessing "Prosimo" is a Latinate loanword = "Proximo" and thus means something like "neighbor".

ласкаво means "dearly" or "kindly"

просимо means "[we're] asking" and ultimately comes from proto-indo-european root prek- for "ask"
