This starts at character creation. Every character that hits your table should have something they want to accomplish that they can't accomplish right now and things that they want to do to make it possible to accomplish those things.At no point should the characters ever be at wit's end about what they want to do, even if you don't seed the landscape around them with story hooks. The characters themselves are story hooks to be played out by the players.
