My biggest requirement: it needs to be free.
My second biggest requirement: I need to be able to add it to our list of accounts on Apple Mail. Otherwise we will not check it in a timely manner. I think this disqualifies Proton because it's encrypted?
I also need it to not randomly throw away emails from smaller domains. This disqualifies Outlook.
Any recommendations?

In the simple case where you recognise it as fraud and haven't clicked on any links or made any phone calls, you can just forward the message to
report@phishing.gov.uk
They'll do things like marking the From address as spammy and trying to take down any Web sites mentioned in the message. Yes, it's a game of whack-a-mole, but at least it should make life a bit harder and more expensive for the crims.
