On boit du petit lait en lisant ce genre de rapport mais on a le droit d'avoir de sérieux doutes sur ses effets dans les années qui viennent.

Sécurité des données, souveraineté numérique, maîtrise des dépenses publiques, semblent compter pour peu de chose face à l'inculture numérique, le poids des lobbies, la résistance sur le terrain, l'incompétence de la hiérarchie et ce qu'il faut bien appeler la corruption organisée à tous les niveaux par #Microsoft et autres #GAFAM.
