The #list of "parties that commit grave violations affecting #children in situations of armed conflict" is just an annex to "Children and armed conflict", an annual report prepared by the #UN #SecretaryGeneral for the #SecurityCouncil, which requested it in resolution 1261(1999)

The reports have several dozens of pages, mentioning specifically where and how children were harmed, by which parties. Parties don't just get "listed".

The #US abstained and the 14 other council members all voted in favour of the #SecurityCouncil #ceasefire resolution, put forward by the 10 elected council members who voiced their frustration with more than five months of deadlock between the major powers. Applause broke out in the chamber after the vote.
