All I can find is that "an aerial missile" hit the building #Haniyeh was in.
So not an underwater missile or in-ground missile (that would be very slow and short range)
I can find no more detail or evidence for attribution.
It could even, just possibly, actually be the Russians provoking trouble, distraction & increased oil prices.

Ah, yes. As a historian, I recall how the exile government of Czechoslovakia politely asked Hitler and Berlin for permission to eliminate Reinhard "The Hangman" Heydrich in 1942.
