(NPR's headline casts blame on FEMA IMHO, saying their maps are outdated... but yet, all these structures were still in the designated floodplain anyway. The maps can be improved, especially with flash flooding increase and climate change... but they have nothing to do with the disaster here, except the people building them completely disregarded even those FEMA maps.
